REC Solar France production facility in Hambach: final decision expected by June 2021 after consultation
The consultations, which began on December 14 of last year, were an excellent opportunity for REC Solar France to engage in constructive dialogue with the Moselle region. Despite pandemic-related restrictions, there was good attendance at all the meetings, testifying to the keen public interest in this project.
The consultations ended on February 8, 2021. The guarantors (neutral assessors appointed by the CNDP) submitted their report to the CNDP on March 2, 2021. The project owner then submitted its own report to the CNDP responding to the guarantors’ observations and recommendations. Both documents are available on the consultations project website www.concertation.projetrec.fr and will be presented at the CNDP plenary session on April 7, 2021. Administrative processes are continuing in the meantime and should allow the public enquiry to be held in May.
Project funding is set to be finalized in the second quarter of 2021. Given the size of the investment, financial considerations will be key to REC Solar France's final decision to proceed. Due to these reasons and despite REC’s wish to carry out this unprecedentedly large project, as expected by both the photovoltaic industry and the region, no final decision can reasonably be made before the end of June 2021.
